With the establishment of the Directorate of Energy and Climate Change (DECC) within the UAE Ministry of Foreign Affairs (MoFA), the need for open lines of communication between different stakeholders and potential partners has become crucial. A key stakeholder Advisory Board has therefore been formed, consisting of DECC members , Masdar Institute of Science and Technology and Masdar.

In 2010 the board focused on the following areas of cooperation that are of strategic importance to Abu Dhabi:

  • Establish Abu Dhabi’s contribution to the Clean Energy Ministerial’s Multilateral Solar and Wind Working Group, which will promote accelerated deployment of solar and wind technologies, by implementing recommendations from the Major Economies Forum (MEF) Technology Action Plan on Solar and Wind Technologies that was released by the Major Economies Forum Global Partnership in December 2009.
  • The Multilateral Solar and Wind Working Group will focus its initial work on developing a Global Atlas for Solar and Wind Energy and a corresponding Long-Term Strategy on Joint Capacity Building. The aim of the Global Solar and Wind Atlas is to combine and/or expand existing databases on wind and solar potentials and socio-economic framework conditions around the globe into one open web-portal from which user-tailored data can be derived and accessed. The advisory board has focused on the assignment of Masdar Institute's faculty for the UAE component of the Technology Action Plan alongside the US, Japan, Denmark, Spain and Germany.
  • Establish Abu Dhabi’s contribution to the Clean Energy Ministerial’s Clean Energy Education and Empowerment (C-3E) Women’s Initiative, which will encourage women to pursue careers in clean energy and lend their innovative power to creating future clean energy technologies.
  • C-3E will offer university talks around the world by women leading in the fields of science, technology, engineering and mathematics. By joining this initiative, the UAE agrees to lead one or a series of outreach events, reaching a total of 500 students or more each year. The UAE also agrees to look for ways to support women seeking advanced degrees in clean energy disciplines (e.g., with scholarship funds).
  • In establishing the Masdar Institute, scholarships have been made available to both Emiratis and foreign students. The student body as a whole is made up of approximately 30% women at present. Among Emirati nationals, the majority of the students are women. Furthermore, the UAE has partnered with the US to host a “Women in Science and Engineering Conference” in Abu Dhabi to help enhance engagement with women across the region. The advisory board had focused on assigning a Masdar Institute lead to further the initiative and represent the UAE.
